TEXAS: SUPPORT BUILDS FOR FINGERPRINT PROGRAM A dispute is developing in the Legislature over fingerprinting food-stamp recipients. In March, the House approved a measure eliminating the procedure. After lobbying by the holder of the fingerprinting contract, though, the House refused on Tuesday to shift money from the program to one aiding disabled children. And while the bill to end fingerprinting is stalled in the Senate, some Republicans spoke of reversing the earlier House vote if needed to preserve the program. "We were asleep at the wheel when this bill came up," Representative Terry Keel, a Republican, told The Austin American-Statesman.
